The District 3830 (Philippines) project P.E.N.C.I.L. (Promotion and Expansion of National Consciousness and Involvement in Literacy) began in 1996 and aims to help develop and empower underprivileged out-of-school youth, high school age and illiterate adults. The Rotarians donates funds and services. The PENCIL PLUS Foundation provides technical assistance, training skills development and assistance in job placement. The basic philosophy behind P.E.N.C.I.L is that total development of a person is anchored in education: one must acquire the basic knowledge, skills and values that will enable him or her to become a fully developed, well-integrated, self-reliant responsible and productive member of society. The basic education element has three levels for non-readers and non-writers (Level 1), readers and writers of grade levels 3 and 4 (Level 2) and high schoolers (Level 3). P.E.N.C.I.L. provides training for handicraft, dressmaking, candle-and soap-making and other trades at the Paranaaque Livelihood Resource Center. For graduate of the program, job placement services are offered.
